I found the attached document online today.
I also went and registered for access to this site and am awaiting my final registration information via email.
All the research I have done says that I can use one state resource for all of our new hire reporting.

Sending paper, no. Personally, I print an acceptable report, and fax it. I can keep a receipt of the completed fax, as well as the paper.
Of my customers, none ever really ask about new hire reporting. We create a paper report which is acceptable by most states, and they fax, mail, or use the info for online reporting. I pound into my customers to keep paper records (and avoid giving away search and seizure rights by having only e-data), so printing and faxing/mailing is very viable and makes it easy to comply with record retention.

Since you report them, do you use the Multistate Employer Website, do you do it by paper? I got lucky and only had to confirm with my 3rd party payroll provider that it was being done timely, but never manually like this.

Hard earned advice. I have seen the games those subject to those orders will play, employer hopping, IC games, etc. I report new hires the first day I am allowed. Waiting until the last day is just more time the beneficiary may have to wait for funds.

Consult the business counsel. Not something you should trigger on your own, without letting the employer handle their decision.
Logically, I would report Jan 1 to current. Those prior unreported would have likely been caught by filing their tax returns. If you have some who earn low enough they may fail to file, report those too. I fall on the side of helping those with the support order, so I would take any penalty and report some reasonable period back.
Don't forget there is reporting for rehires too (outside of a short window).
